    I believe it is 2 quarters of a 4 quarter solution.
    The other two are “parental or public service” advocacy against drug use.
    The fourth part is “self control” by way of informed education.

    if you want to solve the problem you have to start from the roots. The users are not the problem here, the dealers are. If you stop the production of drugs then you can start cleaning up the remnants. It will be easier in that way.
